Who do i have to pay to get internet?

I live just outside the city limits, I have tried to get residential internet service for over a year and everyone says that it is not available. I would like to get a business line at my house for my realty business and I am will to pay for the installation. There are two business that have internet within 100 yards of my house. Who can I talk to about having this product installed to my house? One of the business just had the service put in and I spoke with the techs installing it. They said that I could get it put in at my house but would have to have a work order put in for it. Everyone at att I have talked to has told me the same thing, "its not availible". Can I please just get a straight answer.
