As previousy stated all NEW customers promotions are online and change on a regular basis, normally quarterly or every six months.
End of last year to about Jan 22nd 2017 the offers for internet was as follows...
new customer, 12 months, $99 installation, $180 early termination fee pro rated $15 per month. 1T data cap.
Speeds up to 6M (.75, 1.5, 3, 6) $30 PLUS $10 gateway fee for monthly total $40 plus taxes/fees
Speeds up to 24 (12, 18, 24) were $50 with $10 gateway fee included during promotion.
Speed of 45 was $60 with gateway fee included and speed of 75 was $70 with gateway fee included.
Last week of January to current mid August the promotion has been 12 months $99 install, $180 ETF, 1T data cap
Best speed address will support up to 50 (.75, 1.5, 3, 5, 10, 18, 25, 50) is $40 with gateway fee included, after 12 months the internet is $60 PLUS $10 gateway fee for total of $70
Faster speeds of 75M is available for additional $20 or $60 promotion.
Note you may purchase unlimited for additional $30 per month or have $30 fee waived if bundle with either DirecTv or Uverse IPTV plan of $50 or more per month. Get 24 month price instead of 12, but can cancel after 12 without ETF.
Additional receive extra $10 off internet price thus the $40 a month becomes $30 a month.
Some examples... Ufami!y (up to 4 TVs) with up to 50M $80 plus fees/taxes (add $20-$25) $50 tv+(40-10) internet.
For U200 price is plus $20 for total $100, the U300 is plus $25 or $105 per month plus fees/taxes
and U450 is $155 total plus fees/taxes.
Similar pricing applies to DirecTv bundles, they just have more bundles (6) instead of Uverse (4) tv offerings.
The lowest is $80 the highest is $155

The OP stated. I just want a service with known speed, no promotion, and fixed price.
After the 12 month promotion you would have a known fixed price excluding the annual price increase each Jan/Feb
Previous RETAIL prices (non promotion) before Feb 2017...
Pro 3M $47, Elite 6M $52, Max 12M $57, Max Plus 18M $62, Max Turbo $72, Power 45M $82, Power Plus 75M $92.
As company has changed the speed tiers...
5M (combined the 3, 6) 10M (lowered the 12), 18M, 25M (raised 24 to meet government difinition) , 50M (raised 45), 75M
Current RETAIL pricing all speed tiers 50 and below $60 plus $10 gateway fee total $70
Higher speeds are higher monthly...
Direct FIBER 100M promo $60 after 12 months, $99.... The 1000M (1G) promo $80 after 12 months $119.
For Fiber internet receiving $39 discount for 12 months then price increases the $39.
Current promotions are good till 9/30/17.

@ATTCares Adam want to share the website where info you provided can be verified?
Are these prices for all ATT 21 state area or for areas that have Google Fiber as competition as company has had two price tiers based upon markets.

I had an AT&T sales rep come to my house the other day and tell me that AT&T fiber services were now available in my neighborhood. I was on my way out, but told them I'd research this and call AT&T later if I was interested. Later that day I called AT&T and was offered the "Internet 50" fiber plan w/ 12 month commitment for $40/month. I ordered that service, and received an email acknowledging the order, and that equipment would be shipped to me as it was a self-installation. I then received subsequent emails stating that I had ordered "Internet 45", and that a service tech would need to come to my house to complete the installation. After several calls to customer service, I had found out that the order had been changed without my knowledge nor approval to a non-fiber plan and that it would be $89/mo! Is this standard business practice for AT&T to "bait and switch" customers? I am in process of cancelling this service (installed yesterday), and moving to Charter for ISP.

Any speed over 12 should be a full tech install ($99)
Self installs are lower speeds on a single pair using house wiring (quad, cat3, cat5 whatever you have existing).
Any Fiber offer would have a 1000M (1G) offering, if no 1000M then copper based.
The 45/50 FTTN may be bonded pair copper or single pair copper. 75M/100M offerings on copper is bonded.
For fiber can go as low as 5/5.
For current speed tiers without pricing for both copper and fiber...
Edit: on full tech installs, the $99 can be on the first bill or divided into three payments thus first three bills could be (40+33) $73 instead of first bill being (40+99) $139.
Additional the first bill is actually two bills, the current month prorated plus the next full month (per TOS none ever read).
If your install date was close to the beginning of next billing cycle may only have a few days plus the next month but if your two to three weeks from billing cycle could have on 3 weeks ((40*.75)+40+33) $103 plus taxes/fees if apply in your state/county.

I currently pay $53/mo for 1mg dsl thru AT&T with no promotions available. I would GLADLY pay $60/mo for 6mg if if was even available.
