Can I get static IP's to the new AT&T Fiber 1000 servers?

I am considering moving from Comcast Cable to AT&T Fiber 1000, which is new to my area.  However, I run my personal mail and web server at home and wanted to know if I can get static IP's to the new AT&T Fiber 1000 servers?  I prefer to have 5 usable (8 total, broadcast, network and then router).  Is that possible, and if so, is there an extra charge for this?  If there is an extra charge, is it a one time, or is a monthly surcharge?
