There's fiber internet service on the next street over from where I live. They just haven't made it over to my street yet. Thanks for responding.

Is there a way to check when service may be available to my neighborhood? Some sort of Fiber availability tracker?

You can check the ATT Fiber map for what cities are listed, not every address within but a percentage...
or check multi dwelling fiber map...
or check percentage of fiber with other ISP provider by zip code...
There is no exact database of who will or will not or when it may happen.
ATT is completing a 4 year expansion (2016 to late 2019) having reached 14+ million addresses within 21 state footprint exceeding the original 12.5+ million addresses planned for by 10% (extra 1.5 million addresses).
The company has stated fiber deployment will continue in the 2020s but at a slower rate than the recent 3+ million per year.
Thus only way to know will have direct fiber is to move to an address where the desired service is currently available.
Otherwise waitting for an if or when that may not ever occur... only 75% of addresses received ATT Uverse upgrade during 10 year expansion from 2006 to end 2015.
Of this 75% 33 million were Uverse IPTV with current internet speeds from 25 to 100 while 24 million where ADSL2+ with speeds of 18 or less.
