ATT dug our front yard and broke our water pipe!!

we are not even AT&T customer, but they dug our yard without our permission to install AT&T fiber. They have damaged our water pipe and we have been paying extremely high water bill. We are replacing whole pipe between house to water meter but I will be paying $2200 out of our pocket. What is the phone # I need to call for this kind of issue?

At@t also did the same thing to my yard dug up front yard and damaged waterline then turned it over Sedgwick a third party company who does not even answer the phone
