Down Fiber that scratched my truck

There was a bunch of lose fiber that was left laying in the ally that I was driving through when it got caught up in my truck and scratched the side of it. I contacted ATT and they had me send pictures to a representative. He said he would call or text with a claim number and never did. I cannot get anything resolved and this was back in December.
