Cover for hole containing fiber optic cables

AT&T buried fiber optic cables in my yard. They installed a service “box” in the ground in order to get access to the wires at a later date, I guess. They put a heavy plastic cover on the box. When sitting flush, the cover worked fine. However, someone came to service the wires and left the cover skewed. My husband ran over it with a lawn tractor and the cover is no more. The hole is still there and is a hazard. I have spent numerous hours trying to contact someone, but I keep getting the runaround. Any suggestions?

GO BUY 3-4 BAGS OF DIRT..........FILL IT IN...........COVER WITH GRASS SEEDS/STRAW  OR  PUT SOD OVER IT.....................   LET THEM LOOK FOR IT WHEN THEY COME TO SERVICE IT           & IF THE HOLE IS COVERED UP...........NO WORRY ABOUT SOMEBODY FALLING OVER OR IN IT.................

Technician told me it was a federal crime to cover their box ! They dug a 10 in hole , big ugly hole in my front yard of my brand new home! Someone can easily fall into and get hurt ! Plus left fiber line running through my yard all around my house!!!!
