Is anyone else having these Customer Service issues

Dear AT&T
Here's the first kicker if I call your 800 or 866 # and there's a disputed amount due your system won't let me speak to a person without payment.. I have to go through the app.. SECOND
In July I called to change my due date and was told by customer service no problem we'll take care of. First it was someone will follow-up with you to confirm chages. Every month for 2 months then it turned into every two weeks or so I HAD to reached because my service was discontinued before due date that I had requested AND NO ONE WAS CALLING ME BACK... EACH rep saying the same thing " I understand how frustrating that can be, I am a consumer, I will make this is taken care of for you, I have made these notes to your account, Someone will follow-up with you,: etc... Just yesterday I was told all of my request were rejected without a single phone call or email then I was told not only does your company not bother to call their customer back with dispites but any bill changes take up to two billing cycle before they fall into effect.. I HAD NEVER HEARD THOSE WORDS BEFORE AFTER SPEAKING TO JUST TO NAME A FEW Aaron, April, Matt, Matthew, Jay, Maary, Andrew, Harriet, Andrew, Richard, Danny, Patty, Eric, Angel, Marcus.. Now I'm being told that EVEN THO EACH one of your reps lied and told me that there would be a follow-up and my account was charged a restore fees because my due date never changed til yesterday I have to pay each fee and your response was well yeah we credited you two of them and the last rep you spoke to that said part of the other credit was applied lied..
Also yesterday I missed a call at 4pm from 800-288#, VM said to call back if i still had any issues I called it back at 4:15pm to get your famous make a payment before you can speak with a person automatic systems after a few minutes of sorry I don't understand how would you like to pay, transfer me to a department that said it was closed for the day
