Problems connecting to Germany?

I have something weird, after connecting up with AT&T NetClient, I'm able to get to the network in the US, but when I go to Europe, I run into problems.

Here's an nslookup, ping, and tracert:

OK, on the face of it, no big deal, server is down. Well, not exactly, the server is up, and in fact I can get to it from another PC, at the exact same time I cannot get to it from this particular session. The other PC is using the same account, ping and tracert work fine to it. So it's something at 9.152.0.150 or beyond that gets hosed. Very weird. Rebooted the PC, no difference. Level of client is 8.1.2.3004 Managed VPN Edition, Lightweight endpoint security: 3.4.91, Access-point directory 2010/07/20.

I did recently reinstall the NetClient, due to an update that went poorly. And it is basically working, because I can get to U.S. servers fine. But multiple German servers, no such luck. Traceroute from working system is the exact same, the next hop is 9.152.1.106 on the working one. The working VPN server is 129.42.208.249 (although I don't think that's the cause)

Anyway, I see this occasionally, at least a couple of times before, rather annoying, anyone know why it might be happening?

Still seeing the problem, some hours later. Tried playing with the connection configuration, pretty much the same problem.
