Is AT&T blocking the IP?

Hi Dev Team,

Good day.
Recently, I found that I cannot connect to VPN server (203.196.98.12 or 203.196.98.11) by AT&T Network Client using my local ISP.
After check the connection by traceroute, it seems AT&T is blocking my IP which assigned by local ISP with a DHCP server.
Following is traceroute log, I don't know who can help me to check if gateway 165.87.72.134 and/or 32.114.202.34 rejected my IP, 180.176.xxx.xxx/255.255.248.0. From uTrace locator, it shows 165.87.72.134 and 32.114.202.34 are belonging to AT&T, (sorry if I'm wrong)

Odin,

I think the place to start would be to contact your ISP with the details you posted here. They are probably familiar with the steps necessary to request that an IP that may have been blocked be cleared up.
