AGNC Android Client Device Admin Disclaimer/Permissions

It is very troubling as to the verbage to the "Activate device admin app?" on Android Phones.  For instance, to be able to Erase all Data, Change all Passwords, Change the screen lock, etc. concerns my employees as this can potentially "brick" their phone without any warning.  Please advise.
