AGNC 9.9.0 crashes right after startup on Server 2016

Trying to use AGNC 9.9.0 on Server 2016 and right after startup the app crashes, event viewer shows these two errors. All .NET runtimes and latest VC++ redistributable are installed. Any help is greatly appreciated!

Tried it on Win 10 with all updates installed and the .NET runtimes enabled....same problem. Hard to believe that AGNC is incompatible with current Win 10.

Please install 2010 MVC++ redistributable  and see if that resolves the issue.
