@georgetibball - No. You need a post paid AT&T cellular account to register and activate. You can add up to 15 pre paid or post paid phones to the MicroCell after that but they all need to be AT&T accounts.
If you want to add another carrier's phone to your residence due to poor coverage you either need their own version of a femtocell or purchase a cellular booster that works with any carrier.
The other option is to use WiFi-C (WiFi Calling) if your particular model of phone supports it.
