Email to me is bouncing

My partner is having a problem in that emails sent to her email address are bouncing. 


She's had this email for over a decade, so a lot of people are still using it. I've configured it so it automatically forwards to her new email address at our domain. 


But people who are sending her emails to her old address (takes a long time to update everyone), are periodically having their emails bounce. 


What's worse, is that she blames me for it, because I set up the new server and am in charge of the tech. I finally got someone to send me a copy of the error message, and it looks like it's the server that's rejecting it, and not ours. Plus, I changed the settings so that att stores the message before it forwards it, and it's not showing up either place:

It's happening to people in all sorts of domains. I've seen tools for the sender to fill out to unblock their domain, but who does the recipient contact to say that lots of emails are getting blocked?


And can this have anything to do with the forwarding to the new account?
