please block or blacklist 58.218.199.250. from my dsl permanently

I know ATT has the capability to permanently block an IP address from my DSL device.  I get repeated port scans from this IP address, and it is based out of Beijing China.  I have no consequence from having this block with the exception of a higher caliber service being provided by ATT Internet.

Here is a snippit from my router security log: Security log: Thu Dec 29 01:09:48 2011 =>Found attack from 58.218.199.250. Source port is 12200 and destination port is 8085 which use the TCP protocol. Thu Dec 29 01:09:48 2011 =>Found attack from 58.218.199.250. Source port is 12200 and destination port is 9000 which use the TCP protocol. Thu Dec 29 01:09:48 2011 =>Found attack from 58.218.199.250. Source port is 12200 and destination port is 8008 which use the TCP protocol.

just refreshed the security log, and the scanning computer has changed source ip addresses.  Please add 

58.218.199.147. to the permanent block as well. If at all possible, please block the entire book of ip addresses coming from 58.218.xxx.xxx . Yes, I understand this can be done through my sonicwall firewall, but a firm block from ATT services would be more sound, and leave my firewall to work on the other sectors to filer through. This ip bank, or book, has been aggressively busy performing port scans and other various attacks on my network. Your assistance would be very appreciated on this matter.
