Never got a bill, expected it to get turned off, but

Bill is now paid, account is working. Internet is still off. Can't reach anyone to help save for online chat who directed me back, who directed me to another page, who directed me to a phone number, who tells me accounts receibable is not open and directs me back where I started. Really? I've NEVER seen an account that couldn't be turned back on 24/7 and I've seen em all. Is this normal? Is there anyone one can talk to? Thanks folks.
