I am fairly comfortable with LAN and WAN trouble shooting due to my line of work. One of my fav tools to use is called mtr.
mtr stands for My Trace Route and is used mostly on linux operating systems. There is a tool that you can use in the Windows OS that is some what simlar called PingPlotter, but you eventually have to pay for it.
mtr allows you to run a traceroute several times over and over and shows you stats. It includes the following info for each hop along the path to your destination:
Number of Packets Sent
Last Ping Reply Time
Average Ping Reply Time
Best Ping Reply Time
Worst Ping Reply Time
Standard Deviation On Ping Reply Time

I have had a tech come out to my house about this issue and they removed some of the attinuation on my lines here, but I am still having this problem.
Can someone please tell me what the next step would be?
