Heavy Packet Loss Across AT&T's Network

I am fairly comfortable with LAN and WAN trouble shooting due to my line of work.  One of my fav tools to use is called mtr.

 

mtr stands for My Trace Route and is used mostly on linux operating systems.  There is a tool that you can use in the Windows OS that is some what simlar called PingPlotter, but you eventually have to pay for it.

 

mtr allows you to run a traceroute several times over and over and shows you stats.  It includes the following info for each hop along the path to your destination:

Percent Loss

Number of Packets Sent

Last Ping Reply Time

Average Ping Reply Time

Best Ping Reply Time

Worst Ping Reply Time

Standard Deviation On Ping Reply Time

I am finding that when I use mtr I am getting 80% or more packet loss around the 3rd, 5th, and 6th hop on my way to www. att.net I have had this same problem with every other site I have tried, but the excessive packet loss has been on the AT&T network along the way. Here is the result of my latest trace route logging. I have highlighted in red the hops that are having the problems:

I have had a tech come out to my house about this issue and they removed some of the attinuation on my lines here, but I am still having this problem.

 

Can someone please tell me what the next step would be?

I made a profile just to add my voice to this topic. I just wanted to see if there was any resolution or if we must suffer with this packet loss...
