Why is the international call option still on after I deactivated it?

I deactivated the option to make international calls at the beginning of the month and now it shows that I made a call 4 days ago and I’m being charged. Why? 
If I blocked outgoing calls, why are

you charging me for it? The called never connected I just dialed by accident

 

Is there a second step I had to make to block outgoing calls??? Or should I switch to a reputable phone company that doesn’t do these kind of things

In order to best assist, we want to know;

  • what type of AT&T monthly service plan do you have
  • is your plan an AT&T prepaid or wireless postpaid
  • how did you go about blocking outgoing international calls (it should give an option to turn off pay-per-use feature)

With more information, we will be able to assist further.
