Why am I getting charged for text messages in Mexico??

Because 50% of your usage must be in the United States basically. You're confusing a marketing statement with the literal definition. This isn't intended for someone living in Mexico. It's intended for those visiting there on vacation, work and such. You need to make sure half your average usage is in the USA.

Usage Restriction: If international voice, text, or data usage exceeds 50% of total voice, text, or data usage for two consecutive months, this feature may be removed

Being that I live close to the border, (in South Texas, mind you), this is something that is usually highlighted more so than usual.

As liz above stated, even Verizon changed their rules on talk, text, and data use internationally to be in line with every other carrier.

Ultimately, if you are in Mexico for any extended periods of time, any provider you choose for your cellphone service will be charging you international rates for talk, text, and data.

In short, AT&T will not be compensating you for the international text charges since they are valid, considering you did state that you are in Mexico for a considerable amount of time.

I’m sure they didn’t read the fine print either.

You cannot expect any carrier to allow unlimited roaming.  None of them do.

I certainly understand how that's frustrating but what someone says is always superseded by the printed terms and conditions. You must ensure half of your usage is on the domestic network. There isn't anything available that will allow for unlimited roaming outside of the country for an entire billing cycle.

Why do people say stuff that isn’t true?   

1. Verizon doesn’t have a 16 gig plan for new customers.  

2.  They have the same rules as ATT and other carriers.  No carrier can afford to let you roam all the time.

How much is a text message, if i send it to a Mexico number

but it depends on your US plan.  Most allow free text to over 200 countries.
