What you describe is a phone locked, not your account. If you are sure your phone qualifies to be unlocked, file an FCC or BBB complaint to escalate to corporate.

You might confirm they have the correct IMEI for your account/device, and that the device does meet all the unlock requirements: https://www.att.com/support/article/wireless/KM1262649/ Finally, if you have an iPhone and have had a warranty or insurance replacement there's a separate process for getting those to unlock as they will always flag as not completed for installment plans.
