I have been unable to charge in app purchases to my at&t account (direct carrier billing) for over a month now. I know I'm not over the 100 dollar a month limit.

Not being able to make in-app purchases can be annoying. We can help you with that!
Are you able to make charges from the 3-party apps you are using? Do you have Purchase Blocker or AT&T Smart Limits enabled on your account?
