Trade in lost by AT&T

I have been calling AT&T for 3 weeks. I mailed our trade in back in Nov with tracking and used the label provided by AT&T. The trade in has not been logged in as received. I now have a $500 charge for the old phone on my account. I keep being told I have an "urgent case" and that I will be contacted again in 24 to 48 hours. NOTHING. I have the receipt from the post office where we mailed the phone back. The tracking numbers shows it went. WHAT can be done?
