Switching from AT&T next to normal 2 year contract

Hi, I am learned that a att next plan does not have an ETF applied when the line is cancelled. I would like this to happen if I were to cancel but therefore I need the normal $40 monthly plan. I contacted att but they said it was not possible with no reasoning behind it. I am confused because this $40 monthly plan actually causes me to pay more monthly for a longer period of time ( I know crazy of me but I would like that etf to apply). Why is this not possible?!
