Swindled
Well now I'm terrified of what is to come and have multiple questions. I Traded in to get the Pixel 7 Pro "free" which was "supposed" to come out to $88 plus taxes a month ($65+$17+$6). Then I found out about the affordable connectivity program and signed up for what was "supposed" to be $30 off my bill a month. Got the first bill (below) and feel like I was literally swindled by a con , thank AT&T!
*What can i expect my bill to average going forward?
* a company and its executives making billions but passing on the Texas universal fee and/or the Federal universal fee to the customer is greedy and tacky but is it illegal?
*Is it legal to charge the individual like myself for being enrolled in a federal assistance program?

credits for the new phone can take up to 3 months to show up. the 35 dollar activation fee everyone pays for the most part.

Of course it's legal for the for AT&T to pass on taxes. And the fees for Texas are required, even T-Mobile is passing those on to customers. And they may change each month because Texas has a usage fee for in-state long distance calls.
Are you actually looking at a bill, or is this the customer service summary? If you were sent this information by email on a colorful document that says not a bill at the very top it's likely this CSS which is not correct.
You can cancel insurance and you can cancel next up. If you plan on getting all the credits for your new phone you should cancel the $6 next up fee.
Insurance is not required you can cancel that.
Do the math...
65+35+26+17+6+22 =171
Plus the partial month
Easily comes up to 185-ish

This is the relevant part:
As noted, the $26.12 will receive a corresponding credit over the life of the installment. Everything else on the bill is the prorated partial month before your billing period started. The activation fee is for activating a new phone & is a one-time charge.
Taxes and fees will be for the entire bill, so will be lower going forward when it's just for one month. Yes, passing along fees is quite legal and phone companies have been doing so since the fees existed.
The ACF is not reflected; I'm not familiar with how that works so I can't even give an idea as to why. You weren't charged for enrolling though.

Where do you get the idea you are being charged for being enrolled in a federal assistance program? You aren’t. Your ACP discount has apparently not been applied yet but once it is and once your free phone credits start and if you cancel the insurance and next up, what you can expect your bill going forward to be:
Unlimited Starter: $65
Phone payment: $26.13
Phone credit: -$26.13
ACP discount: -$30
Taxes and fees: approx $10
Total should be around $45.
