Submit final version bill to att.
I had an in home visit from an AT&T agent because I was getting WiFi. He added a mobile plan and gave me a new phone with a trade in, but I told him I still owed money on the phone from Verizon. He told me no problem and AT&T will buy the phone from them. Now I got a bill from Verizon for the phone and don’t know how to submit it to AT&T or if I was lied to and now owe an insane amount of money.

You were lied to. ATT does not pay Verizon. ATT is paying you by giving you trade in credit. You need to pay Verizon.

Yeah sorry. I don't know where people are getting this information but AT&T does not have a switch offer that will pay off your previous service provider. Currently the only service provider that does, or at least did is T-Mobile and it's limited.
AT&T and Verizon both have a flat credit for switching which may be applied monthly, or maybe sent to you as prepaid gift cards which can be used to pay your old provider. But I think it's limited to $200 or $250 per line transferred.
The only credit you get on your trade-in is toward your new phones which are applied approximately 3 months after your switch
