Promotion Credit for Trade in Phones still not issued

I have an issue about my promotional credit not being issued and was escalated to the Manager by sending an email from the AT&T Loyalty Department.  I missed the call and please help on putting a resolution in my issue, please

This is not a way to reach customer care. You need to call. No one here has access to your account.

I know the need to call because I did this the first time I asked about my issue. The unfortunate part was every time I called, I was given inconsistent information about my case. And I need to tell the issue each time from the start.  It'll be turning 4th month from the time I traded in, and I was hoping someone here with care would please help me directed to the right path of communication. I really really appreciate it.
