AT&T (Edited per community guidelines) being with the COVID 19 going on and people loseing they job and etc yet no  help with make in payments payment plan I going to T-Mobile they help a lot

t mobile requires you pay your bill also ,payment arrangements are done by logging into your account and requesting one, this must be done before your account is past due. if your phone gets shutoff for non payment then you must pay the account in full to zero before they will restore service. at&t has millions of customers and many have lost their jobs as well, should at&t carry everyone that has lost their job?

The KEEP AMERICANS CONNECTED PLEDGE ran from March thru June.  Since then, it's business as usual. 

You can still make payment arrangements if your bill is not past due.
