My bill went from $164.60 to $645.60 after a rep changed my plan and told me there would be no price difference

This is mind blowing, I know at&t have deceptive billing practices and tack on all kinds fees they don't tell you about up front but I just received a 392% bill increase after I was promised in store that my bill would remain the same upon upgrading to an unlimited data plan.

Who is authorized to reverse the changes to my bill?

You have to call AT&T, this is a customer populated Community forum.
How is that possible? And if you are reading the customer service summary, that is NOT your bill. Read your actual bill online. New prices included $10 per line discount for auto-pay and paperless billing. If you are not signed up for that, that may make some of the difference.
