is the billing period on or after the date listed?

I got a text saying I had used 100% of my data for the billing cycle ending 5/20/2013. Does that mean 12:00 am ON the 20th or AFTER, as in I can use my phone again on the 21st?

 

I'm very confused and I can't afford any overages, does anyone know the answer?

Your billing cycle would run through the 20th, so as soon as the calendar flips to the 21st, you are now in a new billing cycle and your monthly data allotments begin again.
