International Roaming and ATT wifi

I have an ATT Premium plan. I have also enabled international day pass which I use on my international travel days on airport.
I noticed when I switched to airplane mode, I continue to see ATT Wi-Fi (and not a foreign operator).

My question is can I keep my phone like this without incurring the $10 day pass charges? Can I make/receive calls and sms from US on ATT Wi-Fi without getting charged the daily day pass rates over AT&T wi-fi?

That indicates you have Wi-Fi calling enabled, and are connected to Wi-Fi. Wi-Fi calling text can be made over a Wi-Fi connection in other countries. This is another way of connecting to the AT&T network. Calls and texts to the United States would be free.

Calls to numbers in the country where you are would fall under ‘long distance’ and charges are high as $5 per minute.    
if you are making calls locally in the country where you are visiting it would be best to turn off Wi-Fi temporally and use your international day pass which has a per day and a per bill cycle cap on charges
