INTERNATIONAL CALLING PLAN (PASSPORT)
If I start my ICP (Passport) 2 - 3 days before departing from the United States, may I use the ICP to voice-call my foreign hosts from the United States without incurring any charges beyond the $0.35 per minute which is part of the ICP?

No. Calling out of the USA is long distance. You’re purchasing a roaming package.
