If I change plans near the end of a cycle, will I be charged twice?

I have a data plan that throttles hotspot usage after 10gb. I’d like to switch to another plan that only throttles data in highly congested areas but I want to know if I would be charged twice on my next bill or if my bill would go up at all since the bill I’d like to switch to is actually $10 cheaper.
