Error OR-DVASA2-01 when trying to buy something in an app

When I try to use AT&T billing as a payment option within an app, I get this error message each time. It doesn't matter what app it is, I can't buy anything. Other times I get a OR-DVASA2-02 error message and it says that my account isn't eligible for mobile payment services.

Too general, Denise. Its info we've had and used forever.
We need ATT to stand up and take control of this issue.
It's not about "blocking mobile purchases."
