charged roaming with a free roaming plan

was told it was on a cruise, even though we didn't have our phones on.

AT&T does not have any plan which provides free roaming.

AT&T does have limited plans that do have limited free roaming (AT&T's premium and elite plans Rome free in 20 Latin American countries). And there are places where roaming is still free (Puerto Rico and the US Virgin Islands roam free on Liberty mobile)

Most of the current plans also roam for free in Canada and Mexico.

Unless your phones connected to a foreign network, AT&T would have no idea you left the country.

Read the usage report on your bill, and check the usage on your phones. If your phone roamed on another network it should indicate so.  So would the usage information.
