Billing breakdown

Why does AT&T charge me an extra $35 each month? Calling it an access fee for accessing the cloud? I have an iPhone X

The charge is not for accessing the cloud. That’s just the way ATT bills. They have one charge for the data plan then a separate line or access fee for each line. The access fee pays for talk and text. It all adds up to the advertised price for whatever plan you have, it is not extra.

We were told the $35 was for accessing the cloud.

You were misinformed. It is for accessing your data plan. As mentioned the total price is as advertised even though the break down might seem unintuitive.
