AT&T refuses to stand by their offer

I too was given an offer, not only once, but twice. First offer was in July, our service was suspended, we called they refused to apply the discount stating it was expired (no expiration date was on the original message). We ended up paying the total amount due to restore our service, as cell phones are our only phones.  Now we have received a second offer, this one dated October 16, 2019 (again no expiration date given on original message) and this one for 70% off. I called today, ready to pay. Was told by 2 different reps (one named Daisy), a supervisor (Lateema)  and online chat that there was no offer, we are not suspended and so we cannot have an offer. They did not then, or will they now, stand by what is in writing and sent by them.  AT&T is playing games with people and refusing to be a reputable company, we will not continue to be customers of a shady company.
