Att overpayment

I have 2 problems; 1 with bill pay at my bank sending an extra check to att last month, and excessive roaming charges while here in Dominican Republic. My bill went from a 71.cr to $81. with no usage.  Contacting them is useless(chat/e-mail cutomecare). They refuse to address the issues and refuse to disconnect my service. My bank as well is useless with addressing this issue.
