I live in a completely different country - not even an American citizen. No idea what AT&T even was until I kept getting billing info from them. Am unable to fill out the fraud form as I need a security number - whatever that is???
This is the email I get sent. It doesn't have my name attached in the wording of the email just it has been sent to the email address in my name. There is a 4 digit account number also included but didn't want to put it on here just in case.
I really am stressed and at a crossroads as what to to do. Is this a scam email? Is it even legit?
HOW DO I CONTACT SOMEONE WHEN I AM NOT AMERICAN!
much needed help, please.

AT&T does not have an email address for customer contact so I can’t imagine how you emailed AT&T. And the email they sent you specifically says do not reply.
if you have never been an AT&T customer, just ignore the emails they are not for you. Whoever it is that is purporting a fraud will eventually get found out.

It’s not your bill, don’t worry about it. Somehow the account owner put your email address on their account. Unfortunately, there is nothing you can do about it. Only the account owner can change the email address associated with their account. Ignore the emails, they aren’t for you.

UPDATE!
Have just been sent an email with my first name and middle name. First name is correct however the middle name is not mine.
The login details have my email address but without a '.' placed in the email.
I have emailed AT&T already and have received zero response.

There's an email address for AT&T abuse which I have forwarded onto them which I was told to do via their FB and Twitter accounts.
Just all very frustrating I guess. Not much else I can do.
