Why do all incoming blocked calls show on my bill as outgoing calls to 000-000-0000?

This format is how blocked calls show up in your usage details.

You will not be able to see the actual originating number on bill records.

I understand that it will show up as all zeros but why does it show as OUTgoing when the call was INcoming?

When travelling internationally, am I charged for these incoming calls that have their numbers blocked?  I understand it's $.35/min on the gold passport plan to make calls, but why charge me for receiving them?

That's just the way international roaming works. The foreign carrier expects to be paid for every call handled, it does not matter who initated it.
