Why was my account is locked because of fraud activity due to network offline?

I'm trying to upgrade my device but was told my account is locked because of fraud activity due to network offline. How can I resolve this?

I called customer service, fraud dept. And I even called sales department.  I got the runaround for 2.5 hrs and the guy at the end said " just check back tomorrow, there isn't anything I can do.".

I'm not understanding how and why in getting blamed for something idk how to control. Apparently my phone was on another carriers towers and that's why I got locked out..  I didn't get a notification or a courtesy call. I didnt even know it was possible but apparently I'm commiting fraud? 🙄🙄

You must be in a rural area. No, it’s not fraud, it’s called off network usage and there is a limit on how much off network usage is allowed.
