who do i talk to before i go to the BBB and loyalty/retention department a no

i need to know how i can talk to someone from att to resolve all my issues before i go to the BBB. AT&T is outrageous and their reps don't know their butts from a whole in the ground so they have 3 options tell you whatever out right lies, hang up, or transfer you to someone else!!!!! who do i call
