Was this data deactivation intentional?

In the middle of March 2020, an inactive at&t prepaid phone that I own was given suddenly active (data only) despite the fact that i hadn't paid the bill in several months. I did some research online and found out that it was due to this whole coronavirus situation. The article I read stated that at&t would be giving all customers 10gb monthly through May, for a total of 20gb. Everything was fine up until the 17th of this month, when the data was supposed to reset. Instead of resetting as I had expected, it cut me off completely, and now I can't find any information online indicating that the ever planned to give inactive accounts any data at all in the first place. From what I can find online they gave all existing customers extra hotspot allowances.

My question is this, was this deactivation intentional? Or was my phone being activated in the first place some sort of technical oversight?

After 60 days of a zero balance, prepaid accounts no longer exist.

If you were given cellular data on that phone, it was almost certainly an error.

It's entirely possible that I was near that 60-day Mark when AT&T decided to add data to existing customer accounts, so when it came time to renew, (having already been passed that 60-day point and technically no longer having an account) It was unable to do so. thank you for your help and clarification
