Virgin Islands, United States Territory Coverage?

According to the domestic map data/cellular coverage is classed as domestic. Before I looked on the AT&T.com site I called customer service they asked me US or British. I said US... They said a $1.00 a minute for my iPhone 5 account. The rep seemed perplexed and put me on hold three times---so I'm not confident in his response. But, also don't want sticker shock What is the correct answer? Anyone?

Domestic rates apply to calls and messages from the United States, Puerto Rico, and U.S. Virgin Islands to the United States, Puerto Rico, U.S. Virgin Islands, Guam, and Northern Marianas. International long distance rates apply to calls and messages from the United States, Puerto Rico, and U.S. Virgin Islands to any other country.
