Unsuccessful Phone unlock request for 30 days!!!!

We have migrated to another wireless carrier and have had not been able to get our ATT iphone unlocked after trying for an entire month!!!  We have gone through all the appropriate request channels, waited, received confirmation emails and it has not worked. We have escalated this to customer service about 10 times now and still the only resolution we are offered is to submit the request yet again, wait the obligatory "24 hours" for confirmation and REPEAT.  Customer service center doesn't even have record of some of our 45 min+ conversations with them!    Our phone is indeed eligible for unlock and we are being held hostage by ATT . We have been paying for additional cell service that we cannot use for the entire month.  SURELY there has to be some means to escalate this off of the hampster wheel?!!
