Unable to unlock phone that is already paid off

I am currently unable to unlock my iPhone XR even though I have terminated my account through at&t and paying the final bill after switching to T-Mobile. I talked to support and they told me to request a manual unlock after they found out that my phone was already paid for. The person told me they would transfer to tech support but I have been on hold for the past hour. I need help. Now.

unlocking can only be done through the portal so anyone you call can’t assist
