Tried unlocking my phone but it was flagged as fraud!

Good day! I bought a Moto Z2 Force phone (AT&T model) online from the Motorola website last October 27, 2018. I just received it today. I will be using my phone in another country so I want to unlock my phone. However, when I followed the AT&T device unlocking instructions online, I received an email saying that my device is flagged for fraud. Please help me unlock my phone!

Its because it was never activated in the USA.

Thanks for replying. Sorry ordering a phone online is quite new to me. So, I have to activate the phone first using an AT&T sim card before I can unlock it?
