Transfer Upgrade Eligibility

I am looking to do a Tranfer Upgrade Eligibilty (https://www.att.com/esupport/article.html#!/wireless/KM1129119) to move my upgrade from my main line to an alternate line and then my main line would assume the installment plan from the alternate line.  I am being told this cant be dont unless the upgrade is done at the same exact time.  No where in the knowledge base article does it state that and they refuse to send me their "policy" which states that.  Anyone have more information on this?
