transfer pin

I have a business phone with ATT and would like to get a transfer pin to move my number to another carrier. All the on line and Att app instructions are not helping since there is no "transfer phone number" under the people & permissions in myatt app or myatt.com! and the phone is useless since I can not get a live person on line no matter what I do. The computer answering says dial *7678 but when I do it says I can't get a code through them. anyone had this problem?
