Transfer Billing Responsibility - No wireless account found

I am trying to transfer billing responsibility to a different account, but when I click the ToBR link at https://www.att.com/tobr, it gives an error stating "TBR0050: No Wireless Account found."

Logging in through that link brings me to a page asking for my order number to check my order status. I don't have an order number nor do I have an order to check.
